0x00000002 = UseHTTP (untested)
0x00000004 = WideOpen
0x00000007 = DontEncryptRequests + WideOpen + UseHTTP
0x00000010 = UseServiceCookies
0x00000040 = NoMeter
Note:
Service Cookies and Metering are not implemented in minisrv.
